Informing Virginians about their benefits with Medicaid using digital ad strategy.

Challenge

In 2021, Virginia Health Catalyst, a statewide healthcare advocacy nonprofit, successfully lobbied for an adult dental benefit to be included in Medicaid. Beginning July 1, 2021, over 800,000 Virginians (adult Medicaid enrollees at the time) gained access to free and comprehensive oral health care for the first time ever. Virginia Health Catalyst hired our team at Shannon Strategies to run a full social media ad campaign informing Virginians about this new benefit.

Our Approach

Our shared goal was simple: for every adult on Medicaid to understand they now have coverage, find a dentist and schedule an appointment. Shannon Strategies collaborated with the Virginia Health Catalyst team to create ad messaging with a clear call-to-action and strong imagery.

To ensure the ads were diverse, accessible and representative of all Virginians, we worked with a language translation service to translate the ad content into Virginia’s 10 most spoken languages. This included English, Spanish, Arabic, Urdu, Russian, Chinese (Mandarin), Vietnamese, Korean, Farsi and Tagalog. During the graphic design process, we conducted photo research to ensure the families and individuals featured within the ads were representative of the languages used.

For best results, we ran a six-month campaign with bi-weekly ads on Facebook and Instagram targeting adults within the correct demographic age to have Medicaid. Our team  also developed talking points, factsheets and shareable infographics to encourage adults to learn more about dental health benefits and enroll for coverage.

Result

We reached over 750,000 individuals running a total of 30 ads that were viewed over 2.2 million times. There were a total of 11,300 link clicks to the “Find a Dentist” website for all ads.

Overall, we were able to inform a large, diverse population of Virginians about the new benefit and encouraged over 11,000 individuals to learn more about the importance of dental health and set up a dentist appointment.
